Handle multiple clones of WVS projects

Make settings based on location and not repo level

Look at the locks display and local project display.

(Need to create separate story for CLI too)

Acceptance

  • App needs to remember both location and projects
  • List of locks that are kept needs to know which instance of the project is belongs to.
