"config file malformed" error occurs if you are working in the CLI and desktop client at the same time.

while doing an import in the CLI, I started working in the GUI. somehow the project list in the config file no longer matched what was in the GUI.

we need to find a way to allow them both to run at the same time without running into these issues.
