`wvs file revert` should somehow deal with reverting files in the CL that aren't in the project in the current branch

If I make a change in one branch and decide to switch to a different branch, I cannot revert my files.

Acceptance

  • Allow users to revert the file even if the file is not in the branch a user is currently on
